The Carl D. Perkins Career and Technical Education Act of 2006 requires that states and local districts address the needs of special population students.
Special population students are defined as:
- Individuals from economically disadvantaged families, including foster children
- Single parents, including single pregnant women
- Displaced homemakers
- Individuals preparing for nontraditional training and employment
- Individuals with disabilities
- Individuals with limited English proficiency
